The Philippine Charity Sweepstakes Office (PCSO) is the government agency in charge of charity lottery operations and the allocation of public welfare funds in the Philippines, with proceeds continuously supporting medical assistance and social welfare programs. Its daily work relies on frequent regular meetings, agenda reviews and decision-making sessions attended by many participants, which places high demands on speaking order and audio quality.

With the room's original audio equipment no longer able to support efficient meetings, Relacart built a hand-in-hand wired conference discussion system for PCSO: one CS-302M wired conference host, fourteen CS-302D wired delegate units, two CS-302C wired chairman units and one EXP-124 conference system expander, complemented by a full-scenario sound reinforcement system covering display, amplification and conference pickup.
Keeping order: with a full agenda and a crowded table, simultaneously open microphones quickly turn discussion into confusion. The CS-302M host can limit the number of microphones open at the same time, while the two CS-302C chairman units carry a priority key that lets the chairman close any speaking delegate unit at any moment - and in request-to-speak mode, approve or reject each request one by one. The pace of the meeting always stays in the hands of the chair.
Lowering the barrier: attendees of different backgrounds and ages should not have to struggle with settings. The CS-302D and CS-302C adopt a newly developed voice-activation mode - simply speak into the microphone and the unit starts transmitting. Button operation takes effect instantly, and the working indicator is unmistakable: lit while speaking, flashing while awaiting approval, off at rest.

Clear pickup: minutes and resolutions follow the spoken word, so unclear audio directly affects the record. The conference units use a cardioid condenser capsule with a frequency response of 50 Hz-18 kHz, distortion below 0.1% and a signal-to-noise ratio (A-weighted) above 52 dBA, delivering clear, full-bodied sound with excellent long-range pickup, while the length-adjustable gooseneck stem aims precisely at each speaker.
Stable power and room to grow: the hand-in-hand chain is centrally powered at 24 V DC by the host, and the EXP-124 expander works as a repeater supplying power to the units. The CS-302M supports up to 110 conference units and, with camera tracking over RS-232 or RS-422 serial protocols, can control up to four cameras - ready for remote meetings and future expansion.

Since commissioning, the system has run stable and economical: central power from the host and relay support from the expander keep long sessions reliable, and the daisy-chain wiring makes venue layout changes simple. Voice-activated speaking together with chairman priority keeps the threshold low and the order high, and scaling toward 110 units only means adding units. Relacart has given the Philippine Charity Sweepstakes Office clear, orderly and stable audio for its regular meetings, agenda reviews and decision-making sessions - every discussion efficient and smooth.
